Retirement Guide
With its warm climate, established expat communities, and relaxed pace of life, Cyprus is one of Europe's top retirement destinations. Making the move a success requires understanding the key financial and healthcare benefits available to retirees. This CyExpats.com guide breaks down the most important considerations for a comfortable and secure retirement on the island.
The Golden Combination for Retirees: Cyprus offers a unique blend of exceptionally low tax on foreign pensions and access to a high-quality, low-cost public healthcare system (GESY) for eligible residents, creating a financially attractive and secure environment.
Once you are a tax resident in Cyprus, you have a choice each year on how your foreign pension income is taxed. This flexibility allows you to pick the most beneficial option for your financial situation.

You can elect to have your pension income treated like any other income and taxed at the standard progressive rates.

Best for: Almost all retirees whose total annual income (pension + other sources) is above €19,500. It's simple and results in a very low tax bill. | Best for: Retirees with a very small pension and no other sources of income, where their total annual income is less than €19,500, making their tax liability zero. |
Access to affordable healthcare is a top priority in retirement. In Cyprus, your pathway depends on your nationality and pension status.
If you receive a state pension from the UK or another EU country, you are likely entitled to an **S1 form** (formerly E121). This form is a certificate of entitlement issued by your home country's social security authority. It proves that your home country will cover your healthcare costs, and it grants you access to the Cypriot public healthcare system (GESY) on the same basis as a local resident.
Before moving, contact the pension service or overseas healthcare department in your home country (e.g., the NHS Business Services Authority in the UK) and request an S1 form application.
You must have your MEU1 (Yellow Slip) or other residency permit before you can register for healthcare.
Visit a Citizen Service Centre (KEP) or the Ministry of Health with your S1 form, passport, and residency permit. They will process the form and provide you with a certificate confirming your entitlement to state healthcare.
With your certificate from the Ministry of Health, you can now register on the GESY portal or with a GESY-approved GP. You will then have full access to the public system with minimal co-payments.
If you are not entitled to an S1 form (e.g., you are a non-EU citizen or an EU citizen who is not yet of state pension age), you must arrange for private health insurance. Comprehensive private health insurance is a mandatory requirement for obtaining a temporary residence permit (like the Category F visa). While this is more expensive than using GESY, it provides excellent coverage and access to the wide network of private hospitals and clinics across Cyprus.
